U.S. President-elect Joseph R. Biden Jr. plans to nominate Michael Regan, a North Carolina environmental regulator, to lead the Environmental Protection Agency, multiple outlets quoted people familiar with the matter as saying.
If confirmed, Regan would be the second Black administrator in the agency’s 50-year history.
Mr. Regan runs North Carolina’s Department of Environmental Quality.
