Former Presidents Meet M23 in Goma as the U.S.-Brokered Congo–Rwanda Peace Deal Shows Little Change on the Ground

An African Union delegation of Uhuru Kenyatta, Sahle-Work Zewde and Mokgweetsi Masisi met AFC/M23 leaders and Rwanda’s foreign minister last week as fighting continued in North and South Kivu, more than a year after the Washington accord and the Doha ceasefire declaration. A planning conference on the deal’s security arrangements is due this month.
